 nxingest allow the extraction of metadata to produce a new XML document.
 This is use at`STFC to ingest neXus data into the ICAT DB at ISIS and CLF.

 Need to add the source code and build the makefile that t=the application
 is build and install with the rest.

 nxingest needs only the NeXus API and the mxml library. (the mxml library
 is used directly in the code)
