[NeXus-committee] NeXus project plan

Hi,

an external body asked some members of the NIAC to come up with a 
project plan for NeXus. We found
that it is a good idea to have such a plan. Here is a draft for such a 
project plan. Please take the time to review
it and let me know about any concerns and comments you have. I envisage 
that this project plan has to undergo
another 1-2 revisions before we can vote on it.
