[NeXus-committee] are there optional entries in application definitions ?

Our draft manuscript says:

For each group, a *minimum* content is specified.
Application definitions are therefore complementary
to base class definitions, which specify the *maximum*
content of groups.

The Reference says even more clearly:
Application definitions define the *minimum* set of
terms that *must* be used in an instance of that class.

On the other hand, the proposed CodeCamp agenda has
* highlight optional contents in application definitions in manual

Hence my questions:
- Is there optional contents in the application definitions right now?
- Or has it be decided that such contents will be allowed in
   the future?
- What are the implications of optional entries? Could
   consequential use of an obligatory|optional flag render
   the distinction of base classes and application definitions
   obsolete?
