Editor's Specific Comments:
This manuscript doesn't fit as a paper for RSI. There is no category for it. I refer you to the General Editorial Policies. We require a report of a new instrument or a new technique. Sometimes software does qualify as an "instrument". Examples of this are software to operate a scanning probe and Labview instruments. But this paper is not even a report of new software. It is a progress report on a data format standard. Peer review could not proceed as normal (can Nexus be "rejected" ?) , which corroborates the conclusion that it is not appropriate for RSI. A conference proceedings may be the best option.
