 (In [244]) Refs #30, Makefile now builds rudimentary DocBook XML files
 from NXDL properly.  Now can start on how to describe the content and
 documentation of each NXDL.
 Since the DocBook XML files for each base class are part of the
 documentation, they will be added to SVN, even though they can be rebuilt
 from source.
