Comment:

 (In [458]) fixes #90: add required version attribute to "definition"
 element in NXDL
 all base class NXDL versions are set to "1.0" (they are already ratified
 by the NIAC)
 all application NXDL versions are set to "1.0b" (they are proposed but
 still subject to review; any that are ratified can post a revision
 changing this value)
