 Add a Makefile in the root directory (along side {{{nxdl.xsd}}}).  At this
 time, all it will do is call {{{Makefile}}} in {{{./schema}}} and
 {{{./manual}}}.

 In the future, it will also build a tarball with the release of the
 definitions.
