 The file "subtitle.xml" defines content that appears on the front page of
 the manual

 In the past, "subtitle.xml" has been dynamically generated to get the most
 recent SVN revision number.  There was a script in the utils/ directory
 for this.  Instead, we could make that a static file that states the
 version (as resolved by Trac ticket #212).

 [note: subtitle.xml should be taken off the ignore list and put into
 subversion and the CMake/Makefile rules should stop building it but
 instead make sure it is a dependency to building the manual.]
