 The manual is not building due to some error involving the license text
 (LGPL text, in particular).  The manual builds OK on my Ubuntu host but
 has problems on the Fedora 14 nexusformat.org build server.

 This text is many pages.  Can we abIde by the terms of the license by
 providing it as a Sphinx role? Example:

       :download:`FDL`

 The full text will still be available from the HTML pages but only URLs
 will be available from the PDF.  Perhaps this drops a 10 page chunk that
 most people will not read from the PDF file.
