 One possible way to implement this change is to provide a XML Schema
 definition in the directory of each category of NXDL declaration (such as
 base_classes/nxdl.xsd).  To avoid redundant definitions, they should
 include from the parent directory most of the content (<xs:include
 schemaLocation="../nxdl.xsd">) and only redefine what needs to be changed.
 Perhaps the {{{<xs:redefine schemaLocation="../nxdl.xsd">}}} statement can
 provide this capability.
