Changes to NXopen

Thanks to Freddie for getting the modified version so fast.  I appreciate
the effort you put in.  I will get it on the web site as soon as possible.

I'm not very keen on the changes to NXopen.  It wasn't obvious to me why we
needed the global attributes put in the subroutine call.  We could easily
call NXputattr with no Vgroups open.  It seems to me that it makes the
NXopen call very cumbersome, and it could get a lot worse if we decide to
add further attributes.  Is there a technical reason for doing this?

P.S. By the way, you may notice that I have created a more restricted
e-mail list called NAPI at anl.gov which only has Mark, Przemek, Nick, Freddie
and Chris on it i.e. the de facto API team.
