Improve the build of the configur script. It tries to find the newest
version of autoconf, automake, and libtool. At least it needs the following
versions:

	autoconf	2.52
	automake	1.5.X
	libtool		1.4.2

It was tested on a clean RedHat system 7.3 without any additional installed
software.
