[Nexus] NXtranslate v0.1.1

This is an announcement of the first publicly available version of
NXtranslate. NXtranslate is a console based anything to NeXus converter
that uses as translation file (written in XML) to determine how to
organize the resulting NeXus file and where (in external files) to get
information from. The program is organized so reading from new formats
can be added to the file with little to no change in the main program.
The current features are:
  - Information can be specified directly in the translation file or in
an external source.
  - Designed to be extensible so information can be retrieved from any
source as new plugins are written.
  - Can retrieve data from NeXus files and limited information from IPNS
runfiles (more functionality will be added).
  - Macro language so many files can be created using a single
translation file.
  - Written in ANSI C++.
