[Nexus] type 3He added to NXpolarizer? [SEC=UNCLASSIFIED:For-Official-Use-Only]

Since the NXpolarizer:type field is NX_STRING, this addition should not 
be necessary.  We've changed from enumerations in some instances (such 
as this) due to expanding diversity.

Perhaps we add this to the documentation string, that "3He" be the 
canonical spelling, when this type of polarizer is used?
