[Nexus] v3.3 of NeXus definitions released

The NIAC is pleased to announce release of v3.3 of the NeXus standard.

There are many changes and some additions in this new release, including 
contributions from the NIAC 2016 meeting and code camp.

* NXreflections is now a base class
* NXcanSAS is now an application definition
* NXdata is no longer a required subgroup of NXentry (although this use 
should be exceptional)
* NXDL: units allowed to be specified as one of a list of different 
types (such as angle *or* position)
* Each commit to GitHub now checked by continuous integration process 
(travis-ci)

A milestone for v3.4 has been set (tentatively) for January 2018.
