[NeXus-committee] vote on changing metaDTD

I am sending this message to nexus-committee at anl.gov, but only members of the NIAC can vote. There are two separate proposals:

 (1) Make the "type=NX_CHAR" explicit. 


 (2) Change the templates to include a "*" and "?" for every field, explicitly, so no special external information is needed to interpret them. Also allow "?" on any attribute.
