[NeXus-committee] Result of vote on changes to metaDTDs

Below are the results for the recent vote on changing the metaDTDs. I have already updated the swiki to reflect the voting.

(1) Make the "type=NX_CHAR" explicit. 
  9 - yes
  2 - no

(2) Change the templates to include a "*" and "?" for every field,
explicitly, so no special external information is needed to interpret
them. Also allow "?" on any attribute.
 10 - yes
  0 - no
