[NeXus-committee] Membership renewal template

A couple of people have asked for a template of what the letter of
support should look like. The letter should be put on appropriate
letterhead, addressed to Ray Osborn, and signed by the facility
director. Paper copies can be brought to the meeting in Grenoble.
Alternatively, an email can be sent to Ray, and cc'd to me (I keep hold
of these things) from the facility director. Below is the text for the
paper version of the letter (Ray's address can be removed from the email
equivalent). DISCLAIMER: This letter is an example and did not originate
from Ian Anderson.
