[NeXus-committee] Instrument Definitions

We may have called this "NXpositioner" or something like it in Grenoble,
but I agree we need a container for scannable quantities. BTW, if you
scan things like temperatures or electromagnetic fields they should be
treated as positioners too, IMHO.
