Dear Rainer,

According to our constitution http://wiki.nexusformat.org/NIAC 

	Members will be nominated by each facility through the facility director and approved by the existing committee.

For practical reasons in the past "a" facility director was sufficient (as opposed to "the"). 
So an email to the executive secretary (me at the moment) from such a person would be sufficient. Or a letter, if they so wish (address see http://wiki.nexusformat.org/User:Tobias_Richter)

Dear NIAC responsibles.
I was only informed today, that the NIAC membership of  Eugen Wintersberger has expired recently and renewal requires sort of letter of recommendation from DESY.  As  co-ordinator of the so called High Data Rate Initiative (HDRI) of the German Helmholtz Association and as the leader of the work package on data management in this initiative DESY is strongly interested in having a representative in the NIAC.  Within HDRI Eugen Wintersberger is in charge for data format standardization and we therefore again nominate Eugen Wintersberger as the NIAC representative of DESY.
Please let me know, if this recommendation is sufficient for this purpose.
