[NeXus-committee] publication, yet another variant

Hi,

I looked at the start  of our joint application again. Ray  was right that the Design Principles 
section was shot in a way. IMHO, it was obfuscated by material which really belongs into 
the introduction. What I did now was to rearrange the material a little. Now there is a more 
complete introduction followed by shorter General Principles section.
