[NeXus-committee] Updated NIAC 2024 schedule

Hi all, after reviewing the weekend cafeteria schedule and consulting with
Wout, I've updated the schedule to allow more reasonable hours for those on
site:

The new times in Grenoble are:

   - 10:00-12:00
   - 13:30-15:30
   - 16:00-18:00

Apologies for the late notice, and I recognize this is much harder for our
western colleagues.  We will endeavour to ensure that critical discussions
and votes occur in the 2nd and 3rd sessions of each day.
