[NeXus-committee] NIAC: two online votes

Hi all, this is a day early of the extended deadline, but after some
discussion off-list, and in the interest of preserving the rules of the
standard as much as possible (votes are supposed to be only 2 weeks), to me
it makes sense to proceed as follows:

   - https://github.com/nexusformat/definitions/pull/1486: passed with 16
   votes.  Not sure when they came due to the holiday but I don't know that we
   have a better option than to take it as is.
   - https://github.com/nexusformat/definitions/pull/1408: failed with only
   13 votes.  Which is fine because more discussion came in after the vote
   started which really should be resolved.  We'll discuss in the next Telco
   then try that vote again.

I'll put comments to this effect in the PRs.  If you have any concerns with
the process, please let me know!
