Add test for -fno-common for C compiler flags (i don't think this
is a problem on architecture other than MAC); also added a commented
out line for the same option for F77. The man page for g77 
does not recommend using -fno-common, but i don't believe you will be
able to build a shared library on MAC without it. I think it may be
used to implement common blocks, which as we don't use we may be able
to specify it.
