[NeXus-tech] Soleil base class: NXtechnical_data

Associated with nxextract last October, Soleil submitted some example 
data.  Two of those example files have been added to the definitions 
repository.  In those example files, there is use of a base class that 
is not currently in <definitions>/trunk/base_classes/: NXtechnical_data.

I have created the NXDL that seems to describe this class:
<definitions>/trunk/contributed_definitions/NXtechnical_data.nxdl.xml

Either we approve this as a new base class or we advise Soleil on 
alternatives.  Let's discuss our plans before we contact Soleil.
