[NeXus-tech] NXcharacterization needs documentation

NXcharacterization needs proper documentation (it has none).
See TRAC ticket #177.

The existing documentation is clearly wrong.  Without any documentation 
in the file, we should remove NXcharacterization.nxdl.xml.  See:
