[NeXus-tech] technical committee semi-retirement

Dear members of nexus-tech,

At the last NIAC meeting the purpose of nexus-tech and the technical subcommittee has been discussed.

In recent history on both this mailing list and the hangouts were not focussed on the technical aspects (NAPI, tools, documentation build, etc.). The majority of the time was spent on problems with the documentations (clarifications) and discussions around the development of the standard. That sort of content would benefit from a wider distribution, so that interested parties are aware of what is going on and can join in.

So the recommendation of the NIAC was to:
* make the forthnightly hangouts open to everyone
* keep usage of this tech mailing list to a minimum and use the general mailing list nexus at nexusformat.org instead, or nexus-committee at nexusformat.org where appropriate

We will monitor what effect the increased traffic has on the current subscribers of the general mailing list. 

The role of the Technical Subcommittee Chair has already been renamed to Technical Manager. Congratulations to Eugen, by the way!

Did we already set a date for the next telco? If not I propose Jan 7th, an hour earlier than normal, as that seems to agree better with most.
