[NeXus-tech] NIAC Japan surveil results

Hi,

I now messages from the 11 of the 16 members. The situation is thus:

* 5 intend to come to japan
* 6 are not coming
* 3 persons are opposed to electronic NIACS
* 6 are open to electronic NIACS

I have looked up the NeXus constitution and have found  no quorum of minimum participation. 
But I find decisions by a NIAC of only 5 somewhat unfair. I also have a preference to hold a 
face to face NIAC meeting.

>From this, I see several ways forward:

* We meet in japan with a number of participants joining electronically
* We meet at another place: 
** Would we get better participation in the US? Or is all travel banned, even within the US?
** Another option might be around the autumn Mantid developers meeting where at least the US neutrons 
   might be available.
** Or do we go for electronic?
