[Nexus] NXchopper

At the last NIAC meeting, it was decided that we should combine the two
chopper templates, NXdisk_chopper and NXfermi_chopper into a combined
template, since there was so much overlap.

I have a draft template on the Swiki at
<http://www.neutron.anl.gov:8080/NeXus/100> and would welcome any comments
before the committee votes on it.  Please add them to the Swiki page using
the form at the bottom.
