 Just to summarise the result for the bug report. The 4.0.0 distribution
 had been copied from a previously unpacked location, so all the file
 modification times had been updated and hence "aclocal" was run again by
 make. Starting from a new unpacked distribution caused no problems.

 As for why "aclocal" hung, this is unclear but one thing to try is
 removing  the "autom4te.cache" directory which was copied acrooss from the
 previous configure as that may confuse aclocal
