I would also suggest NIM A, and share Tobias' concerns regarding placement of this paper in RSI,

On the choice of journal: I would favour NIM A over the Journal of Applied Crystallography. Could even be a better choice than RSI right away.
NeXus might not be novel enough for RSI.
