Log Message:
First commit of a new utility to convert an existing NeXus file
to an ASCII XML file.  It is invoked (in unix) by typing

NXtoXML file.nxs file.xml

N.B. It allocates data for entiire data sets.  I don't have an option
for limiting the output size yet.
