[NeXus-tech] first demo of using sphinx for the NeXus manual

Admittedly, this is a minimal effort to prove the point.
There is also a PDF file produced.  I've got a few things to learn about 
numbering but the basics are shown.

I'll add this to the SVN repository for now so you can see the sources.
