[NeXus-tech] NeXus definitions 3.1.0 kits

Today, I tagged the definitions trunk as tag/v3.1.0 for release.  This 
closes out all tickets for the 3.1 release of the NXDL.  Still, we need 
to have links from the main page that lead to places where the 
definitions and manual distribution kits may be picked up.  I don't have 
access to the pages to edit those files and directories.  Presently, the 
distribution kits are still in::
