Dear Colleagues,
  I agree with Tobias that it would be better governance if officers were
selected in a slower, more
deliberative process, but we also need to recognize the need to be able to
fill vacancies promptly.
Especially with the strictures being imposed these days on travel for
people from the U.S. national
laboratories, doing business electronically is very tempting.
  So, how about a compromise:
    1.  Ensure the availability of full electronic participation in all
formal NIAC meetings;
    2.  When matters, such as filling officer vacancies, come up that the
serving officers determine
should not wait for the next formal NIAC meeting, the serving officers have
the option to propose an
e-meeting (which might overlap with a NIAC telco) subject to 2/3 approval
of the proposed
e-meeting date and agenda  via e-mail at least 2-weeks in advance of the
proposed date.  If, for
whatever reason all officer positions are vacant simultaneously, any NIAC
member may propose
an e-meeting in this manner.
