[Nexus] Fork of UDUNITS

Values for the NeXus units must be specified in a format compatible with Unidata UDunits.  Unfortunately, this program has been paused indefinitely: https://www.unidata.ucar.edu/blogs/news/entry/nsf-unidata-pause-in-most

In case it disappears completely, I've forked the package on Github, and the database can be found in the XML files at https://github.com/ggoneiESS/UDUNITS-ESS/tree/main/lib .  I don't intend to do any development on it, but will keep it synced if there are any updates done.

Since it's directly mentioned and linked in the NeXus manual, it seemed pretty important to put this info in an appropriate place.
