I don't think we should be held back by this, especially as there are newer versions readily available. If you want a newer cmake on suse then there are already packages available on the opensuse build service.

I'd say, the version that is shipped with major Linux distributions is
an important criterion for what should be supported at least.

openSUSE 13.1 (which is still officially supported and is selected to
be the next Evergreen aka LTS version) ships with 2.8.11.
